William was born October 19, 1930 to the late Joseph and Mae Zinzer in Des Moines, Iowa. He joined the Des Moines Police Department on October 16,1952 and retired as Assistant Police Chief on April 3,1987. He was a member of the Des Moines Police Association. He came to this area in 1996 from Des Moines and was a member of Our Lady of Hope Catholic Church. William enjoyed golfing and hunting.

Left to cherish his memory is his loving wife of 55 years, Nina and one brother and two sisters.
